Abstract

التحول الرقمي هو أهم المجالات التي بات من الضروري على المؤسسات التعليم العالي أن تتبناها بحكمة وأن تطبقه بجودة لتسهم في خفض الكلفة التشغيلية للجامعات؛ فالتحول الرقمي قادر وبشكل كبير على خلق بيئة تنافسية تقنية جاذبة تحقق أعلى مستويات الجودة بأقل التكاليف، هذا وإن تغلغل كل ما هو رقمي واتساع انتشاره قد تسارع على مدى الأعوام العشرين الماضية سنقوم من خلال هذه الدراسة الوقوف عند (التجربة العراقية) في التعليم الرقمي وقياسه بما يتناسب مع التخطيط المبدع لتطبيق نظام الجامعات الجديد الذي سيحقق نقلة نوعية في مسيرة الجامعات الليبية المبنية على أسس الجودة والتمكين البحثي، العلمي والتطبيقي بما يحقق التنافسية التعليمية في بيئة أكاديمية إبداعية ذات جودة وقادرة على تطوير مخرجات العملية التعليمية.

The digital coversion is one the most distinctive fields which becomes essential for the learning institutions to adopt skilfully.lt can handle to apply in a good way to contribute in cost reduction.has spread over the twentith century due to the excessive use of digital technology at work which help teaching process to go through all walks of life Distant learning helps universities to participate in e -learning to join life through their electronic sites in continuing learning and epecially the lraqi e-learning which proves great success throughout the active role of the lraqi professors despite staying home to make hundreds of worshops to thousands of students of various topics.It also helps to make cultural life and medical instruction for all people in lraq to avoid Corona. Baghdad university has acquired the first rank then Mosul and Diayla then AlTusy private university. The Libyan universities are going to make use of the Iraqi experiment of the digital learning which makes us utilize greatly of it to get optimal kind of digital learning in this critical circumastances of Corona pandemic.
