التعليم الإلكتروني وتطوير بيئة التعليم الجامعي "المركز الوطني للتعلم الإلكتروني والتعليم عن بعد"

Abstract

لقد شهدنا في الآونة الأخيرة الإقبال المتزايد علي نظم التعلم الإلكتروني نتيجة للظروف التي تمر بها أغلب دول العالم اليوم بعد انقطاع التحاق الطلبة بمقاعد الدراسة نظرا للوباء( فايروس كوروناCOVID – 19 ) الذي يجتاح العالم اليوم ، كل ذلك جعل مؤسسات التعليم العالي بحاجة إلي إجراءات سريعة تمكننا من نقل العلوم علي اختلاف أنواعها وتخصصاتها لأكبر عدد ممكن من الطلبة مستغلين كل المزايا التي توفرها الوسائل التكنولوجية المتعددة والمختلفة، وانطلاقا من فكرة كون مراكز الأبحاث العلمية العامة أو المتخصصة في فرع محدد – تكنولوجيا التعليم –المعنية بنظم التعليم الإلكتروني أو التعلم عن بعد - ، تسعى عادة إلى تقديم المعرفة من خلال الربط بين البعد الأكاديمي والتطبيقي في أرض الواقع, وعليه هدفت الدراسة الحالية لطرح فكرة مشروع المركز الوطني للتعليم الإلكتروني والتعلم عن بعد وربطه بتطوير التعليم الجامعي بالكامل ،حيث لا يقتصر الأمر على عمليات التواصل عبر البث الإلكتروني والإنترنت لمناهج تم تطويرها أساسا للتلقين الصفي فحسب، ولكنه يتجاوزها للعمل علي تطوير الكادر التعليمي، مع عقد دورات لطلاب الجامعة للتعرف على نظام التعليم الإلكتروني والتفاعل معه إضافة لزيادة دورات أعضاء هيأة التدريس لكي يتم تعميم التجربة على نطاق واسع والتعرض للمشكلات والتحديات التي تواجه تطبيقه داخل الجامعات الليبية.

We have witnessed recently the increasing demand for e-learning systems as a result of the conditions that most countries in the world go through today after the students ’enrollment in the study has been interrupted due to the epidemic (Virus Corona COVID - 19) that is sweeping the world today, all of which has made higher education institutions need quick procedures that enable us From transferring science of all kinds and specialties to the largest possible number of students, taking advantage of all the advantages provided by multiple and different technological means, and based on the idea that public or specialized scientific research centers in a specific branch - educational technology - concerned with e-learning systems or distance learning - seek Usually to provide knowledge by linking between the academic and applied dimension in the ground, and therefore the current study aimed to put forward the idea of the National Center for E-Learning and Distance Learning and link it to the development of university education in full, as it is not only the processes of communication via electronic broadcasting and the Internet for curricula that have been developed mainly For classroom instruction only, but it overcomes them to work on developing the educational staff, with courses for university students to learn about the educational system E-learning and interacting with it, in addition to increasing the courses of the faculty members, in order to spread the experiment widely and to expose the problems and challenges facing its application within the Libyan universities
