Abstract

تهدف هذه الدراسة إلى ابراز مختلف المفاهيم والخصائص التي تتميز بها الادارة الالكترونية العمومية مع الاشارة إلى دورها الفعال في رفع وزيادة كفاءة المؤسسة العمومية من خلال عصرنتها وتحديث تعاملاتها مع المستفيدين من خدماتها سواء كانوا مواطنين أو إدارة عمومية أخرى. وخلصت الدراسة إلى بيان دور الادارة الالكترونية في التخلص من عيوب الادارة التقليدية وايضاح التحديات والصعوبات المختلفة التي تواجه تطبيقها على مستوى المؤسسة العمومية من خلال التطرق الى مساهمة الادارة الالكترونية في رفع كفاءة الإدارة العمومية وتسليط الضوء على العوائق التي تحول دون تطبيقها الفعال وهذا على مستوى مصلحة الوثائق البيومترية بولاية تيارت.

The aim of this study is to highlight the different concepts and characteristics of public electronic administration, with reference to its effective role in raising and increasing the efficiency of the public institution through modernizing its dealings with the beneficiaries of its services, whether citizens or other public administration. The study revealed the role of electronic management in eliminating the shortcomings of traditional management and clarifying the various challenges and difficulties facing its application at the level of the public institution by addressing the contribution of electronic administration in raising the efficiency of public administration and highlighting the obstacles that prevent its effective implementation. This is at the level of biometric documentation interest in the wilaya of Tiaret.
