الإدارة الإلكترونية كخيار استراتيجي لتحسين الخدمات الصحية في الجزائر

Abstract

في خضم التطورات التكنولوجية التي يشهدها عالمنا اليوم أصبحت الإدارة الإلكترونية من الاتجاهات الحديثة في الإدارة، وذلك لاستخدامها التقنيات الإلكترونية المتقدمة ذات التأثير الفعال في حياة الأفراد. وهي تمثل إحدى مفاهيم التحول الرقمي الذي يتيح للجميع المعرفة والخدمات في أقل جهد، وقت وتكلفة ممكنة. والنظم الصحية في العالم بشكل عام وفي البلدان النامية بشكل خاص كغيرها من الأنظمة شقت طريقها في مجال التكنولوجيا الرقمية محاولة بذلك الرقي بخدماتها الصحية وتيسير مختلف العمليات على المهنيين في القطاع، لذا هدفنا من خلال هذه الورقة البحثية التعرف على مدى مساهمة الإدارة الالكترونية في تحسين الخدمة الصحية في المستشفيات العمومية الجزائرية كتحول حتمي من الإدارة التقليدية إلى الإدارة الالكترونية، وذلك من خلال تحليل مجموعة من المفاهيم المتعلقة بالموضوع قيد البحث، وأيضا التعرف على أهم المبررات في التحول من الإدارة التقليدية إلى الإدارة الالكترونية لإبراز أهم الخطوات المتبعة لتطبيق الإدارة الالكترونية في المستشفيات العمومية بالجزائر، والتطرق إلى خصائص وأهداف الإدارة الالكترونية إضافة إلى أهمية أداء الخدمة الإدارية الالكترونية في المستشفيات، كذا الخوض في المزايا التي منحتها الإدارة الالكترونية للمؤسسات الاستشفائية وأهم التحديات التي تقف أمام عملية الرقي بالخدمات الصحية إلى الأهداف المسطرة.

In the midst of technological developments in today's world, e-management has become a modern trend in management, using advanced electronic technologies that have an effective impact on the lives of individuals. It is one of the concepts of digital transformation that allows everyone to know and service in the least effort, time and cost possible. Health systems in the world in general and in developing countries in particular, like other systems, have made their way in the field of digital technology in an attempt to upgrade their health services and facilitate various processes for professionals in the sector. Therefore, our goal through this research paper is to identify the extent to which electronic management contributes to improving the health service in Algerian public hospitals as an inevitable shift from traditional management to electronic management, by analyzing a set of concepts related to the subject in question, as well as identifying the most important justifications in the transition from traditional management to electronic management to highlighting the most important steps used to apply electronic management in public hospitals in Algeria, and addressing the characteristics and objectives of electronic management in addition to the importance of the performance of electronic administrative service in hospitals, such as To delve into the advantages granted by the electronic management of the hospitals and the most important challenges that stand in the way of the process of upgrading health services to the goals of the ruler.
