dc.description.abstractو Study Abstract The study aimed to identify the obstacles to strategic planning at Zawia University from the point of teaching staff members, to achieve the objectives of the study, the descriptive analytical method was adopted. A questionnaire was developed to measure the obstacles to strategic planning, consisting of (30) items distributed over five fields: (the organizational, financial, administrative, human and technical obstacles) it was applied on a simple consists of (330) of teaching staff members in faculties of Zawia University; where statistical methods appropriate to the nature of the study were used using the SPSS program. Among the most important results reached by the study: 1. It was revealed through statistical analysis of the sample members answers that there are obstacles that prevent the application of strategic planning at Zawia University, with a high overall average of (3.80) , the most important obstacles were as follows : ( financial obstacles with an average of (4.11) then human obstacles with an average (4,01) , followed with administrative obstacles with an average of ( 3,86) ,then technical obstacles with an average of (3,56) , and finally organizational obstacles obstacles with an average of (3,48) , all of them came at level straight high . 2. There are no statistically significant differences in the level of obstacles to implementing strategic planning due to demographic variables: ( gender , academic degree , field of specialization , years of experience , academic qualification)en_US
