Abstract

تهدف هذه الورقة البحثية إلى إبراز مدى أهمية استخدام الإدارة الإلكترونية في تحسين التسيير الإداري العمومي باستغلال آليات تكنولوجيا الإعلام و الاتصال للمعاملات الإدارية لما لهذه المنظومة الإلكترونية من أهميه تجعل المؤسسة العمومية قابلة للتكيف مع التغيرات الطارئة لمحيطها الداخلي والخارجي على حد سواء حيث أصبحت الإدارة الإلكترونية مطلب وضرورة حتمية آتية لا محال تساعد على التسيير كلوحة قيادة الكرتونية الغرض منها ترشيد نفقات المؤسسة و تحسين جودة الخدمة من جهة و تحسين العمل الإداري و الرفع من مستوى الأداء من جهة أخرى وكدراسة حالة سلطنا الضوء على إدارة مكتب الصفقات العمومية للمركز الاستشفائي الجامعي حساني عبد القادر لولاية سيدي بلعباس كدراسة حالة لواقع إدارة عمومية جزائرية

This research paper aims to highlight the importance of using electronic management to improve public administrative management by exploiting media and communication technology mechanisms for administrative transactions when. This electronic system has the importance of making the public institution adaptable to the urgent changes in the internal and external environment alike as electronic management has become a requirement and an imperative that is inevitable that helps in running as an electronic leadership board whose purpose is to rationalize the institution’s expenditures and improve the quality of service on the one hand and improve administrative work And raising the level of performance on the other hand, and as a case study, we highlighted the management of the Public Procurement Office of the University Hospital Center Hassani Abdel kader for the state of Sidi Bel Abbes as a case study of the reality of Algerian public administration.
