الصين وجائحة كورونا: من احتوائها داخليا إلى توظيفها في السياسة الخارجية

Abstract

تسعى هذه الدراسة إلى التعرف على الدوافع الكامنة وراء سياسة المساعدات الإنسانية التي اتبعتها الصين في ظل جائحة كورونا، وبشكل لم يسبق لها القيام به سواء من حيث حجم المساعدات أو الدول المستفيدة، وفي ظل تقاعس قوى دولية أخرى عن القيام بذلك. وللكشف عن هذه الدوافع تناولت الدراسة أهم سمات ومحددات السياسة الخارجية الصينية، والكيفية التي أدارت بها الصين الأزمة داخليا، ومواجهتها للاتهامات الغربية بمسؤوليتها عن تفشي الفيروس، بالإضافة إلى المساعدات الخارجية كأداة للسياسة الخارجية الصينية، وكيفية توظيفها في ظل الجائحة، وأهم مقومات قيادة النظام الدولي، وما إذا كانت الصين مستعدة وراغبة في احتلال موقع القيادة فيه أم لا، خاصة في ظل التراجع الملحوظ في دور الولايات المتحدة الأمريكية عالميا.

Abstract: This study seeks to identify the motives behind the humanitarian aid policy pursued by China in light of the Corona pandemic, and in a way it has never done before, either in terms of the volume of aid or the recipient countries, and in light of the failure of other international powers to do so. In order to reveal these motives, the study examined the most important features and determinants of Chinese foreign policy, how China managed the crisis internally, and its response to Western accusations of its responsibility for the outbreak of the virus, in addition to foreign aid as a tool for Chinese foreign policy, how to employ it in light of the pandemic, and the most important components of the leadership of the international system, And whether China is ready and willing to occupy the leadership position in it or not, especially in light of the marked decline in the role of the United States of America in the world.
